Hayao Sakimiya is the owner of the Shanghai restaurant, a location in which Special Vehicles Section 2 order from every day. He is the head chef of the Shanghai restaurant, showing a considerable amount of skill in his craft. Though with his skill, he often tends to be very hard on Tsutomu Uchiyama, the employee that works at the restaurant. After Tsutomu failed to deliver the orders of Section Two, who fed the food to the stray dogs, he hastily cooked all the food in the dirty dishes. Soon, he would ashamedly flee in terror after Shinshi and Ohta would collapse from eating the contaminated food. After the episode, he would have hired a new employee.
