Celkee H10 is a product of Yoshii Industries, a well-known manufacturer of work labor. It seems that it was released with a different application market in mind than the Frogman, also made by the Yotsubishi Group. Selkie H10s are also commonly seen on the Ark, and there were more than 10 of them on the deck alone where the 2nd Platoon invaded.

Unlike the Frogman, the Celkee has a unique shape designed for underwater work. Due to the unique orientation of its joints, it doesn't appear to have a humanoid silhouette, but when you look at it from the front, it looks surprisingly human-like. A monitor is attached to the tip of the telescoping manipulator, allowing for safe and highly accurate work. Although it is equipped with a large air tank on its shoulders, its active time is rather short, and its maneuverability is not high. It is possible to reduce water resistance by simple modification.
In the manga version, it is introduced to the Japan Coast Guard and is given the nickname Norishio. In addition, the manga version includes a view of the cockpit, which is not shown in the anime, and it is depicted as being able to accommodate at least two people.
