The 2nd generation Patlabor was used by the 1st Platoon of the 2nd Special Vehicle Division from the time it was delivered until the end of its operation. It was also the first Patlabor specially designed for police use. It was a shocking machine when it first appeared, with its humanoid shape and five-fingered manipulator.

These machines did not have the performance advantage of the later Ingrams, and were inferior in many aspects to the new Labor, which had significantly improved performance. Although these problems are due to the slow update pace rather than the labor itself, it is also true that these two models were struggling in the field. The manipulator had a system in which the wire was driven and controlled by a motor in the upper arm, so there were many restrictions on the movement of the fingers.
