Patlabor: The Movie is the first of numerous Patlabor movies directed by Mamoru Oshii, with the original story by Headgear. It was produced by Bandai Visual, Tohokushinsha and animated by Studio Deen, with animation assistance by I.G Tatsunoko.
The movie first premiered on July 15, 1989. It re-premiered on November 23, 2019 to commemorate its and the franchise's 30-year anniversary before it was re-premiered again in April 17 the following year in 4DX format.

The Biblical references in the movie were due to Oshii being inspired by Noa's name's similarity to Noah, and he reused some concepts from his canceled Lupin the Third movie as a result, with the ark being the equivalent of the canceled film's tower of Babel. The plotline involving the architect and mastermind having committed suicide before the start of the story was also taken from the canceled film. Oshii also wanted to reuse part of the canceled film's ending but was stopped by other staff members such as Izubuchi. He would later go on to use that ending for the live-action film The Next Generation: Patlabor: Shuto Kessen
