Personality[]
Arakawa's personality is very impassive and he doesn't seem to show much emotion. Though he is very calm and collective he is also very detailed in his explanations and information gathering. He can also be very philosophical and cynical when having conversations with Kiichi Goto. One of the distinctive things about his appearance is that he has Amblyopia.
Biography[]
Arakawa works for the chief in staff at JGSDF, specifically for the special intel office. He uses his position as a cover to keep tabs on SV2 especially Shinobu Nagumo. In reality he is an associate of Yukihito Tsuge who helped him plot out the political conspiracy events of Patlabor 2: The Movie. Arakawa wanted political upheaval and unrest but was betrayed by Yukihito Tsuge as he escalated things to terroristic levels by attempting to start a civil war inside Japan. Due to these events he disassociated himself from Tsuge and decided to ask for Division 2 help. Arakawa wanted to arrest him on his own terms and take credit for it all while keeping the organization conspirators a secret.
