Shinobu Nagumo is the Captain of Section 2 Division 1, she is a serious and faithful career police officer, who takes her duties with extreme importance. Compared to Goto, who prioritizes personal justice and carries himself in a more carless manner, she considers the logic of the police organization but strongly opposes unreasonable orders.
Personality[]
Shinobu Nagumo is a calm, collected, and assertive woman. Her abilities as a captain show through into her labor division being much more competent than Division 2, which leaves a lot less collateral damage as well as damage received to their labors. Even though she takes her position seriously, she still knows when to hold her ground when it comes to injustice or wrongdoing, willing to disobey the orders of her higherups if the situation calls for it. Due to her questioning of orders and personality, she may be perceived as having a energetic personality like many in SV2. In downtime she upholds a similar demeanor, though sometimes showing signs of vulnerability mostly through body language and behavior. In these situations she often uses short moments of solitude to recuperate and maintain the same professional attitude as always. Because of her position as captain, she is mostly seen interacting with Kiichi Goto, and most of the time finds herself at odds with him. Despite their contrasting natures, they still manage a stable work relationship, though it is not clear if she returns the same romantic feelings Goto has for her.
Despite the differences in Goto and Shinobu's Personalities they both went against upper command and worked together in order to assist in a terrorist situation related to the bay bridge in Patlabor 2: The Movie.
Biography[]
Shinobu was born in Seito, Setagaya ward, Tokyo age unspecified, though most likely in her late 30s. At some point she seconded the "Multi-Purpose Walking Machine Operation Research Preparation Committee" (more commonly known as the "Tsuge School"), which was a technical research institution that held many private companies and was a key factor to the creation of the Metropolitan Police Department 's Labor Corps. She entered the agency on behalf of the department for their future labor departments as a career group and seems to have been called "The most talented woman in the Metropolitan Police Department". However when she was about 19, she had an affair with her instructor Yukihito Tsuge while she was a cadet at the Tsuge Institute , that reached the ears of high-ranking officers of the Tokyo Metropolitan Police. Either this scandal or her by the books attitude, and questioning of authority resulted in her being cast out and lost her a potential senior level position with the Tokyo Metropolitan Police Department Public Security Bureau. These events would place Nagumo with SV2. Nagumo appears to secretly admire SV2 and is jealous of their access to cool equipment.

One of the main reasons Shinobu is one of the main protagonists of Patlabor 2: The Movie, is because she was a favorite character of Mamoru Oshii.
