Takahata is a very professional man, often stoic as one in his line of work would be expected to. However, he is also an underhanded and manipulative person, using his own countrymen and terrorists to achieve his own goals. he is also shown to have a short temper when things are unable to meet his expectations.
Biography[]
Introduced in Mobile Police Patlabor: On Television episode 9, Takahata comes to special vehicles section 2 to acquire the help of Kiichi Goto and his division in an "investigation" of an illegal arms trade on Japanese soil. Goto finds this suspicious and conducts his own investigation on Takahata. It is later revealed that he had used a terrorist group's plot to hijack a Russian military labor and sv2's "investigation" on that attempted theft as a diversion to obtain said labor for the Japanese government in exchange for helping a KGB general defect from the soviet union. Thanks to Goto's investigation, Ingram unit 1 was deployed to stop this plot instead. The KGB general was arrested as well as the terrorist. While Takahata himself was demoted for using the Japanese government and law enforcement in his own scheme.
