The "Terror Labor" is a labor introduced in episode 19 of Mobile Police Patlabor On Television, Shadow in Geofront. It's a labor extensively and illegally modified by the Earth Defense Force's "Beach House," which would be used exclusively for terrorism. It is a heavily modified version of an off-the-shelf labor, equipped with a snorkel and limited ability to work underwater. There is no evidence of any problems with reliability or usability, and there is no possibility of the modification being done by an inexperienced amateur.
