Tsutomu Uchiyama is an employee that works at the Shanghai Restaurant, a location in which Special Vehicles Section 2 order from every day. He appears to have an overbearing job, frequently causing him to be disgruntled with his boss Hayao Sakimiya. In the episode he appears in, he is pushed to his limit by the demands of Ohta as well as the brashness of Sakimiya, causing him to feed all of Section Two's orders to stray dogs. Afterwards, he wouldn't return to the Shanghai restaurant, and would be replaced by Mamoru.
