Richard (Utsumi) Wong is one of the main antagonists of the Patlabor Manga, Patlabor: On Television, and Patlabor: New Files. He is the section 7 manager of the Shaft Enterprise Japan Tokyo branch office.

Personality[]

At first glance, he is an easy-going gentleman who never stops smiling, but he is actually a criminal who undertakes Shaft's illegal business. Because of his hedonistic personality, which doesn't choose a goal for the sake of the means, even the upper management of Shaft have a hard time dealing with him. Although he does not shy away from violence and crime, he does not like to see his death, and often leaves his dirty work out of his sight to his subordinates.

Biography[]

Before he came to Tokyo, Richard Wong worked in the Hong Kong branch of Schaft Enterprises. There he would meet Takeo Kumagami at a restaurant, with whom he would then develop a romantic relationship with. Because of they're attraction to one another, they booked a motel together. Soon after he suddenly departs from Hong Kong, leaving a note saying "Thank you for everything. Somewhere, someday we'll meet again." most likely attending to a secret Schaft project. Eventually he would go onto manage the Griffon Project, a highly advanced experimental combat labor that sought out to achieve the best performance possible. Later it would be decided to sell the Griffon's design details.
