Personality[]
Tsuge's personality comes off as philosophical, detached, methodical, and an almost emotionless man. Despite this he seems to still care for Shinobu Nagumo in some capacity. Tsuge is highly intelligent; being able to set the terroristic events in motion during the events of Patlabor 2: The Movie due to his military background and connections.
Biography[]
An ex-JGSDF lieutenant colonel who went missing after his UN Labor platoon was attacked by armed guerrillas during the Southeast Asia incident in 1999, In 2002 Tsuge changed his brown hair to white and plotted terrorist activities in the Greater Tokyo Area under the assumption of a revolt from the ranks of the Self-Defense Forces. His main motive was for the people to see the reality that he had gone through during his UN peacekeeping tour. He had founded the Tsuge School to study the possible use of labors in armed forces service. He once got himself involved in an affair with Nagumo during his Tsuge School days, resulting in a scandal that reached the ears of high-ranking officers of the Tokyo Metropolitan Police, which was gossip for a short time. The fallout from the scandal would force Nagumo to accept a position with the SV2 instead of a senior position with the Tokyo Metropolitan Police Department Public Security Bureau.
During the Southeast Asia incident he piloted the ACL-98 Larder labor as a gunner pilot.
